Professional Experience:
I started my professional career in 1995 as researcher on marine and polar climatology as well as climate change in the Institute of Meteorology and Water Management.
After graduating from the National School of Public Administration, I joined the governmental administration. In the Office of the Committee for European Integration (Ministry in charge of Poland's preparation for EU membership), I worked in the Department of European Education where I prepared training programmes on the European Union for central and regional administration. In 1999 I joined newly established Department of Regional Development in the Ministry of Economy. I was responsible for pioneering work of preparation of strategic documents on regional development (national regional development strategy, regional development strategies). On their basis integrated development programmes for regions lagging behind were drawn up with financing coming from the European Union. I was also a leader of pre-accession twinning programme preparing Polish administration for managing EU programmes after the accession.
Later on I was employed by the governmental agencies responsible for implementation of development programmes. I was responsible for preparation, monitoring and evaluation of assistance programmes for SMEs financed from national and EU funds. My biggest achievement was setting up first monitoring and evaluation unit in the Polish administration.
In June 2004 my career in banking sector started. In Bank BPH (HVB Group) I continued my work with EU funds building from scratch competencies of the Bank in the area of assistance programmes. I advised bank customers in developing and implementing their projects financed by EU grants. I designed first EU funds search engine containing descriptions of 600 programmes. I also took part in numerous training, workshops and conferences. Last 10 years I spent in Bank Pekao (Unicredit Group) as director of EU Funds and Public Programmes Bureau. Apart from continuing assignments from Bank BPH, I was strongly involved in developing and implementing financial instruments supported by national and international development banks, including European Investment Bank, European Investment Fund, Council of Europe Development Bank. These programmes, of the total value exceeding EUR 3 billion, were addressed mainly to SMEs and farmers. I managed also small grant programme for SME and CSR activities. I was editor of annual "Report on the situation of micro and small companies" based on 7,000 interviews with enterprises. I got acquainted with social enterprises as expert in the contest "Social start-up" organised by Ashoka.
Education:
Summary: master's degree in geography, post-graduate studies in public administration, project management and business administration.
Master's degree in geography from Poznan University (Poland) in 1995 with specialisation in meteorology and climatology. In 1996 I passed exams to the governmental National School of Public Administration, which is post-graduate school subordinated to the Prime Minister. It educates future high-rank civil servants during regular 2 years studies. The school offers comprehensive curriculum, covering law, economics, international relations, public finance, social sciences, 2 foreign languages etc. I undertook two internships when at school: at Polish Ministry of Foreign Affairs (diplomatic protocol, Department of Africa, Asia and Australia) and at Queen's University (Canada, two months course on strategic policy planning). I graduated from the school in April 2008. In 2003 I started one year studies on project management at Warsaw School of Economics. In the years 2006-2008 I attended Executive MBA studies in the Warsaw University of Technology Business School conducted in English and organised in cooperation with London Business School, HEC Paris and Norwegian School of Business Administration.
Worth mentioning is also 2 weeks internships in British Department of Trade and Industry and Department for Education and Employment, where I could get acquainted with English management system of EU Structural Funds.
Apart from above described studies, I participated in dozens of training and workshops in different areas, e.g. European Union and its policies, programme management, evaluation of socio-economic programmes, EU funds, financial instruments, regional policies, banking, training on soft competences
Affiliations and Achievements:
Author of about 20 books and publications, of which one "Structural funds and Cohesion Fund. Commentary to the Council Regulation No 1083/2006" was awarded the best book of the year on Economy Book Fair in Warsaw. Awarded by National Contact Point for EU Financial Instruments for the best results in the implementation of EU financial instruments (2013, 2015). In 2014 I was honoured by Polish Development Bank for the outstanding results in the implementation of the national scheme of portfolio guarantees. The latest award - Copernicus medal granted by the Polish Banking Association for contribution to the development of the Polish banking sector in the area of public programmes.
