Professional Experience:
My 20-year career in international financial institutions, multilateral and civil society organizations and the private sector (private banking at Coutts Bank, Zurich) has focused on management of capacity development, technical assistance and advocacy projects and, more recently, project evaluation, with extensive field experience in Africa, Asia, Central and Eastern Europe and the Middle East.

Currently, I am supporting, as a consultant for the United Nations Development Programme’s Bureau for External Relations and Advocacy, implementation of UNDP’s Strategy for Partnership with IFIs supporting achievement of the Sustainable Development Goals (I co-authored the strategy). I am also preparing, as a consultant for the U.S. Agency for International Development, an evaluation of the USAID-administered Enterprise Funds and Foundations in Central and Eastern Europe and Central Asia, assessing their impact on economic and private sector development.

Also with UNDP, I have recently prepared an evaluation of a Business for Development Cooperation Programme in Slovakia; a scoping for a capacity-building programme in support of IFI-financed infrastructure projects in Turkmenistan; and an assessment of private sector engagement in official development assistance in the Czech Republic.

From 2007 to 2013, I led a corporate governance reform program in Asia at the International Finance Corporation, the private sector arm of the World Bank Group. I prepared programmatic strategy and budgeting and led multidisciplinary teams with the objective of building local institutional partners’ capacities through training programs and joint delivery of projects. I led a team in preparing an assessment of a local civil society organization’s governance and organizational structure, and cooperated closely in preparing an independent evaluation of IFC’s corporate governance programme in India. I routinely prepared project evaluation reports, collecting and analyzing project data to assess delivery of project outputs, outcomes and impact.

As Senior Program Officer at the Center for International Private Enterprise, I have managed capacity-building, anti-corruption, and civic engagement programs targeting reform of the climate for business in cooperation with local institutional partners in Africa, the Middle East, CEE and the former Soviet Union. I have prepared evaluations of a Palestinian civil society organization supporting governance reform, and a CIPE program supporting improvement of the climate for doing business in Russia, focusing on measures to fight corruption and facilitate business establishment and development in partnership with local business associations.

In the 1990s, as Director of the Budapest Center of the EastWest Institute, I led a financial sector reform program on banking reform and small- and medium-sized enterprise development in the context of the CEE and FSU region’s ongoing transition to market economy.
