Job title: Performance and Acountability Manager
Unit/dept/delegation: Africa Zone Office
Reports to: Head of Support Services with technical reporting line to Head of Performance and Accountability Department
Responsible for: Direct and technical line management for a team of Performance and Acountability staff.

Background
The International Federation of Red Cross and Red Crescent Societies "Strategy 2020" recognizes the changing demography of the world, the increasing impact of climate change, unplanned urbanization, high levels of violence in society, involuntary migration pressures, new and emerging diseases, environmental degradation and the insecurity of access to water, food and natural resources as underlying causes of vulnerability. These trends are likely to result in different patterns of vulnerability as they interact in the future. Furthermore an already emerging pattern of increased small to medium scale disasters will require realignment of preparedness, response and recovery capacities of the International Federation of Red Cross and Red Crescent Societies.

Strategy 2020 identifies three strategic aims and three enabling actions. A key role of the PMER Team Manager will be to work with the Secretariat to uphold the accountability principles and performance dimensions for the strategic aims and enabling actions identified in Strategy 2020.

To achieve these ambitious aims the International Federation will seek to build strong National Red Cross and Red Crescent Societies, pursue humanitarian diplomacy to prevent and reduce vulnerability and function effectively as the International Federation.

Purpose
The Perfomance and Acountability Manager is responsible for ensuring the overall quality and effectiveness of the planning, monitoring & evaluation and reporting systems and processes in the zone. The post holder is therefore accountable for:

A. Maintaining and improving current performance and accountability systems and practices to establish a quality results-based system for planning, performance measurement, learning and accountability
i. Oversee the implementation of existing planning systems and mechanisms;
ii. Ensure ongoing monitoring and reporting of progress in accordance with common performance indicators and quality standards;
iii. Further develop and build capacity in systems and processes for performance and accountability ;
iv. Further develop and build capacity in human resources for performance and accountability ;
B. Engage with relevant networks and knowledge sharing processes;
C. Ensuring collaboration and learning on performance and accountability issues with relevant external organisations and agencies in collaboration with the relationships manager coordinator;

Key tasks and responsibilities
The post holder is responsible for a number of key tasks under the main areas of accountability outlined above.

A. Maintain and improve current performance and accountability systems and practices to ensure a quality results-based system for planning, performance measurement, learning and accountability.
i. Oversee the implementation of existing planning systems and mechanisms:
o Coordinate the annual planning and appeals process in the zone to ensure compliance with Federation standards in plans and appeals, and provide input and advice to improve coherence and quality;
o Ensure and support the development of project/programme logical frameworks according to Federation PPP guidelines with SMART indicators that are aligned with Secretariat FWRS and program area indicators. Advise task forces on emergency appeals / DREFs (participate in task forces), oversee the timely development of emergency appeals and ensure the establishment of clear "plans of action" with performance indicators and monitoring and evaluation plans in the later stages of the emergency operations.

ii. Ensure ongoing monitoring and reporting of progress in accordance with common performance indicators and quality standards:
o Ensure that all planning, budgeting, monitoring and reporting in the zone office is carried out in a timely and appropriate manner in accordance with Federation requirements, formats and standards.
o Monitor and ensure quality and compliance with Federation reporting standards and formats, as well as reporting deadlines.
o Support the development and implementation of M&E plans for all major Secretariat programmes, that define indicators, data sources, data collection methods, frequency, and audience. Ensure and support the implementation of the Federation-Wide Reporting System within the zone.

iii. Further develop and build capacity in systems and processes for performance and accountability
o Maintain an overview of trends concerning planning, monitoring and evaluation practices in support of National Societies in the Zone.
o Provide technical advice and capacity-building support to National Societies and Secretariat offices on strategic and programme planning and design.
o Provide technical advice and capacity-building support to National Societies and Secretariat offices on the development and implementation of appropriate monitoring & evaluation and reporting systems, including the Federation-Wide Reporting System.
o Support, coordinate and manage evaluations of programming in zone in compliance with the IFRC Evluation Policy, and ensure adequate follow-up and utilisation of findings.

iv. Further develop and build capacity in human resources for performance and accountability
o Support recruitment, development and evaluation of a sustainable network of reporting officers across the region, in both delegations and National Societies.
o Increase the PMER capacity of National Societies and Federation staff through mentoring, training, workshops and other capacity building initiatives.
o Provide regular technical line management for any performance and accountability staff in the zone;

B. Engage with relevant networks and knowledge sharing processes;
o Provide input to policy review and development in the area of performance and accountability to ensure that experience, needs and capacities of National Societies throughout the zone are reflected.
o Provide input to the development of global quality standards and tools in the area of planning, performance measurement (M&E) and accountability, ensuring that the outcomes of reviews and evaluations are incorporated into policy discussions.
o Introduce and/or maintain appropriate performance and accountability forums among IFRC and its stakeholders, both partners and beneficiaries, to discuss and support quality programming and accountability standards.
o Support the sharing of findings and lessons learned from program M&E to improve overll organizational learning, especially the selection of future program interventions, as well as design and implementation. This includes liaison with external organizations to identify and disseminate good M&E practices in M&E and contribute to knowledge sharing.
o Disseminate Federation policies, strategies, guidelines and procedures and, monitor adherence to them in the zone, in particular the Evaluation Policy and the Federation-Wide Reporting System
o Interpret, translate and transmit Federation policies and strategies (in particular the Evaluation policy and the Federation-Wide Reporting System) into concise sub-zonal strategies, ensuring coherent approaches with all Federation, ICRC Cooperation, and Partner National Society delegates at sub-zonal and country levels.

C. Ensuring collaboration and learning on performance and accountability issues with relevant external organisations and agencies in collaboration with the relationships manager coordinator;
o Ensure representation of the Federation in relevant zonal planning, monitoring, evaluation and accountability related forums, and disseminate knowledge and good practices in internally and externally
o Promote and develop partnerships with relevant organizations in the zone to strengthen capacity, performance and accountability of the Red Cross Red Crescent

Education/Qualifications Required Preferred
University degree in relevant discipline (International Relations, Humanitarian Affairs, etc.) X

Experience
Minimum of 10 years work experience in the international sector, focused on humanitarian needs (Planning, Monitoring, Evaluation and Reporting, etc.) X
Minimum of 3 years work experience with the Red Cross/Red Crescent Movement, including time in the field and/or with a National Society or relevant work experience with other international organisations, large NGOs and/or governmental development agencies X
Management of a team with a minimum of 3 staff members X
Experience working in a change management situation, preferably as an active participant in that change
• Experience in coaching program staff, in facilitating training, and in selecting and managing consultants.
