Programme Manager
Elimination of Child Labour in Tobacco-growing Foundation (ECLT) is a multi-stakeholder partnership of major tobacco companies, key labour unions and associations of growers, dedicated to the eventual elimination of child labour from the tobacco supply chain. ECLT works in countries where significant levels of child labour are used in tobacco-growing and harvesting. ECLT collaborates in these countries with national partners (government, NGOs and the private sector) on developmental projects designed to reduce/eliminate child labour. It is of key importance that ECLT is able to assess the overall impact and the effectiveness of individual programme strategies. ECLT’s first projects began in 2002 and the Foundation is currently active in Malawi, Mozambique, Tanzania, Uganda and Zambia, as well as in Kyrgyzstan and the Philippines. ECLT is based in Geneva, Switzerland.
Major duties and responsibilities: The overall purpose of this position is to support ECLT to achieve its organisational goals and to increase the impact of its work. The Programme Manager has responsibility for delivering the ECLT programme through its national partners, and supporting partners to achieve commonly agreed goals. Tasks include strategic planning, project development and management, and stakeholder engagement and capacity development, together with support to the general management of the Foundation. The Programme Manager is expected to be in the field for approximately 45-55% of total work time. Required skills and experience: • Advanced University degree in international development, anthropology, sociology, economics, human rights or other relevant disciplines. • At least eight years of progressively responsible professional work experience at national and international levels in the development, implementation, management and evaluation of human development projects in developing countries. • Current and in-depth knowledge of child-labour issues, policies and international standards. Good understanding of child protection issues. • Proven ability to conceptualize, plan, execute (new) development approaches in demanding circumstances. • Good understanding of both qualitative and quantitative research methods, and of monitoring and evaluation techniques, which are appropriate and workable in developing country contexts.
