The International Rescue Committee is a leading non-sectarian non-profit organization providing emergency relief, protection, rehabilitation assistance, resettlement services and advocacy for refugees and victims of oppression or violent conflict in 25 countries overseas and 19 offices across the United States. The IRC and UNHCR have partnered to implement the Protection Surge Capacity Project in Geneva. The IRC Team identifies and hires qualified personnel with refugee protection experience and seconds them to UNHCR as short-term Experts on Mission in UNHCR field offices worldwide.

SCOPE OF WORK:
 
Under the direction of the Project Director the Human Resources Coordinator will implement worldwide recruitment efforts for and manage the secondment process of international protection experts. The HR Coordinator’s main responsibilities focus on maintaining the candidate roster, managing recruitment activities, liaising with UNHCR project staff, ensuring staff’s accessibility to all entitled benefits, providing various administrative and employee relations support to deployed field staff, and supervising the Human Resources Manager.
 
ESSENTIAL JOB FUNCTIONS:
 
- Work with Project Director and UNHCR staff to respond to protection requests from UNHCR field offices;
- Assist the Project Director and Finance Controller as needed with project proposals, budgets, and reports;
- Recruit for and manage a live roster of 300+ members, which includes: evaluating deployment requests and job descriptions, posting job ads, screening applicants, administering competency assessments, conducting interviews as requested, and coordinating the preparation of panel dossiers for roster candidates.
- Ensure the roster can meet current and anticipated needs by identifying qualified candidates for job posts and monitoring their interest in and availability for deployment;
- Upon receipt of deployment requests from UNHCR, compile short-lists of final candidates (in consultation with Project Director), determine salaries, make job offers, and hire selected roster members for deployment while ensuring practices comply with U.S. employment law;
- Coordinate with UNHCR HQ on a variety of issues such as deployment requests, administrative and logistical issues, coordinating orientations and debriefings; and employment related issues for staff in the field;
- Supervise HR Manager, who is responsible for administrative, financial and logistical aspects of staff deployment.
- Track receipt of timesheets from deployed staff and follow up as necessary.
- Track deployment program budget and ensure that project resources are used effectively and according to plan;
- Work with IRC HQ to monitor and strengthen IRC’s employee policies & procedures;
- Develop and deliver briefings to roster members on HR benefits and employment-related issues;
- Serve as primary point of contact for external office support, e.g. cleaners, IT, regie, etc
- Liaise with the Finance Controller and HR Manager to address issues related to payroll, mechanisms for providing cash to deployed staff, and the coordination of reimbursements for staff;
- Communicate and coordinate with IRC Country Programs on deployments as necessary;
- Work with IRC HQ and the HR Manager to ensure accurate and up-to-date maintenance of applicant & employee files and HR databases;
- Collect, analyze and disseminate project information;
- Participate in annual joint evaluation missions with UNHCR in the field;
- Assist in the coordination of annual international workshop for Roster Members.
- Participate in special projects as requested by supervisor.
 
REQUIREMENTS:
 
- Bachelors Degree + Masters Degree in a related field or at least 5 years comparable related experience;
- Min. 3-5 years progressive HR or general project management experience, with some supervisory experience;
- Previous experience with U.S. labor law and HR and benefits programs highly desirable;
- Proven ability to manage budgets effectively;
- Previous international work experience, intense international travel experience, or work experience in a multi-cultural setting preferred;
- Proven interest in international humanitarian issues;
- Fluency in oral and written English and French.
- Excellent communication and interpersonal skills, including the ability to effectively and diplomatically manage employee and partnership relationships (face-to-face and in writing);
- Proven problem solving and customer service skills: the ability to successfully provide support and guidance to staff;
- Effective people management skills: the ability to lead staff and promote productivity in a pleasant work environment;
- Solid organizational skills: the ability to multi-task and work well under pressure in a fast-paced team environment;
- Flexible work attitude: the ability to work productively in a team environment & independently + the ability to respond rapidly to changing environments, yet remain productive and focused;
- Good Computer skills: facility with MS Word, Excel, and email/internet software;
