Professional Experience:
Management of Donor Funded Projects. Over the last 15 years conducted day-to-day management of six EuropeAid projects and one EBRD project (as Team Leader and Project Manager) in the areas of energy efficiency, clean energy and climate change with the combined budget of over 12 million Euros. From 2013 to 2017 served as Chief of Party of the $8.5 million USAID Kazakhstan’s Climate Change Mitigation Program and from 2007 to 2010 managed the Caucasus, Central Asian and Ukrainian projects for the €200 mln. EBRD’s Multilateral Carbon Credit Fund (MCCF). From 2009 to 2012 served as a General Director of the ICF International branch in Russia managing 10 permanent staff and over 50 consultants; overseeing accounting and contracting; actively managing utilization; preparing budget forecasts.
International Development Experience. For the last eighteen years led national and regional clean energy and climate change capacity building projects for such clients as CIDA, EBRD, World Bank, IFC, EU EuropeAid, USAID, UNDP, UNECE, and UNIDO. Based on consulting experience in more than 20 countries gained solid diplomatic and partnership building skills. Understands the procurement and project implementation process of major international donors and IFIs.
Leading Cross-Cultural Teams and Mentoring Junior Staff. Gained solid experience and skills in leading multi-language and multi-cultural teams to deliver complex project results to a wide variety of clients, ranging from donors, to national governments to private entities. Under the EuropeAid “Support to Kyoto Protocol Implementation” (SKPI) program (2008-2012) coordinated expert teams from 12 Eastern European, Caucasus and Central Asian countries to deliver regional, sub-regional and national-level outputs, while training and mentoring new program hires. Under the USAID Kazakhstan Climate Change Mitigation Program (KCCMP) hired and mentored six junior staff, three of which continue to support the follow-up USAID Power the Future project.
Energy and Climate Policy Experience During 25+ years of professional career developed strong experience in energy policy issues, including (1) development of clean energy supply projects in biomass, solar, associated gas, and coal mine methane sectors; (2) preparation of national and regional renewable and energy efficiency energy programs including financial and technological components; (3) assessment of energy efficiency and climate change mitigation potential of modern energy technologies in buildings, agriculture, iron and steel; natural gas; and coal mining sectors; (4) identification and development of end-use energy efficiency projects and programs for public and industrial sectors.
